LONDON – British Prime Minister David Cameron on Monday wrote to leaders of overseas tax havens, urging them to help the country’s efforts to combat tax evasion and avoidance.

Cameron sent a letter to 10 British crown dependencies and overseas territories regarding the “critical” issues of tax information exchange and beneficial ownership, a practice which uses a nominal third-party resident in a low-tax state to shield income from taxation.

“As you know, I have made fighting the scourge of tax evasion and aggressive tax avoidance a priority for the G8 Summit which the UK is hosting next month,” he wrote.

“With one month to go, this is the critical moment to get our own houses in order.

“I am looking to all the Overseas Territories and Crown Dependencies to continue to work in partnership with the UK in taking the lead on two critical issues: tax information exchange and beneficial ownership,” he added.

The Conservative leader said he respected the right to be a lower-tax jurisdiction, but added the British government needed to know “who really owns and controls each and every company.

“This goes right to the heart of the ambition of Britain’s G8 to knock down the walls of company secrecy,” he stressed.

Cameron sent the letter to the leaders of Bermuda, British Virgin Islands, Cayman Islands, Gibraltar, Anguilla, Montserrat, Turks and Caicos Islands, Jersey, Guernsey and the Isle of Man.

The United States, Britain and Australia earlier this month announced a joint effort to expose tax dodgers with an investigation of a massive cache of bank account data from tax havens that was leaked to the authorities.

The three countries said they are sharing the huge trove of data on accounts in Singapore, the British Virgin Islands, the Cayman Islands and the Cook Islands, which includes names of account holders and their advisers.

AUCKLAND (Pacific Media Centre / Pacific Media Watch): Media commentators, media freedom advocates, journalists and academics welcomed New Zealand’s inaugural UNESCO World Press Freedom Day speech with searching questions and lively debate.

Professor Mark Pearson, author of The Journalist’s Guide to Media Law, had voiced concern at the high levels of digital surveillance facing journalists today and he urged journalists to adopt a new ethical model of reporting for social good.

Dr Pearson, professor of journalism and social media at Griffith University in Australia and the Australian correspondent for Reporters Without Borders, delivered the inaugural WPFD lecture on Friday, May 3, organised by AUTs Pacific Media Centre.

He said the lack of press freedom in the Asia-Pacific region was well documented with media in Malaysia, Singapore, Brunei and Fiji needing government licences to operate, and journalists in Malaysia facing 53-year-old internal security laws under which they could be detained for long periods for prejudicing national security.

But Dr Pearson added his concerns were not limited to these cases, and that his major worry was the ever-increasing government regulation of media and social media everywhere, including the anti-terror laws introduced all over the world since 9/11, modelled on the US Patriot Act.

These laws typically give intelligence agencies unprecedented powers to monitor the communications of all citizens. There is also an inordinate level of surveillance, logging and tracking technologies in use in the private sector often held in computer clouds or multinational corporate servers in jurisdictions subject to search and seizure powers of foreign governments Dr Pearson said.

This had disturbing implications for journalists protection of their confidential sources, especially if these sources were government or corporate whistleblowers, he added.

Post-conflict trauma haunts Solomon Islands By Catherine Wilson

HONIARA, Solomon Islands – After 10 years of working towards peace and reconciliation in the Solomon Islands in the South Pacific, following a five-year civil conflict known as the “Tensions” (1998-2003) which left 30,000 people displaced and hundreds unaccounted for, people now go about their daily lives in improved freedom and personal security.

Below the surface, untreated post-conflict trauma continues to impact many individuals and communities. Robert (name

“There is pain in my heart when I remember men with high-powered guns coming into the community at night and grabbing a young child, dragging him away from his parents,” he said. Robert still hears the child, who was never seen again, screaming for his parents.

The Solomon Islands is an ethnically and culturally diverse nation comprising more than 900 islands east of Papua New Guinea and northwest of Fiji. The economic downturn and rising unemployment in the late 1990s and crime contributed to escalating grievances by the indigenous Gwales of the main island Guadalcanal against large numbers of migrants from Malaita, a heavily populated island 100 kilometers to the east.

In 1998, the Gwale-led Isatabu Freedom Movement began evicting Malaitan settlers, alleging they were encroaching on land, resources and jobs on Guadalcanal. Armed warfare followed when the Malaita Eagle Force, formed in defense, began to retaliate. Despite a peace agreement brokered by Australia in 2000, violence continued until the arrival of the peacekeeping Regional Assistance Mission to the Solomon Islands at the request of the government in 2003.

Today state infrastructure and services that were destroyed or damaged are slowly being restored, but healing minds will take much longer.

“There are people whose lives are haunted, they roam around town, they are silent; they are traumatized. They don’t want to participate in any form of development,” Reuben Lilo, director of Peace and Reconciliation at the Ministry of National Unity, Peace and Reconciliation, told IPS.

There are no available statistics on the extent of post-conflict trauma in the Solomon Islands. However, a social impact assessment by the Pacific Islands Forum Secretariat in 2004 revealed that 75% of female and 73% of male respondents suffered personal trauma as a result of experiencing rape, death of relatives, threats and intimidation, destruction of homes and villages and being held at gunpoint.

Jack Kaota, a clinical mental health consultant at the National Psychiatric Unit in Auki, Malaita Province, told IPS that he had seen an increase in numbers of young people, especially since 2000, afflicted with substance abuse, and there was a connection with the legacy of the conflict.

Fridge and Freezer Replacement Program In Cook Islands to Reduce Energy Consumption-ADB

RAROTONGA, COOK ISLANDS (2 MAY 2012) A Memorandum of Understanding (MOU) was signed today by the Asian Development Bank (ADB), the Government of the Cook Islands, and the white goods retailers-Motor Centre and the Cook Islands Trading Corporation Ltd. The MOU supports the Fridge and Freezer Replacement Program which is one of several energy efficiency projects being developed and implemented under the Promoting Energy Efficiency in the Pacific-Phase 2 Project.

The project, co-financed by: ADB, the Government of Australia, the Global Environment Facility and the Asian Clean Energy Fund under the Clean Energy Financing Partnership aims to reduce energy consumption in the residential, commercial and public sectors through the implementation of energy efficiency measures, and to establish policy frameworks to help Cook Islands move away from fossil fuel dependency.

The Fridge and Freezer Replacement Program will encourage households to replace their old inefficient fridge/freezer (5 years or older) with high energy efficient models. The program, financed by ADB, will subsidize participating retailers in the Cook Islands, enabling them to sell new high energy efficient fridge/freezers at the market price of a low energy efficient one.

Its estimated that around 40% of household electricity costs in Cook Islands is for refrigeration, said Martina Tonizzo, Project Team Leader from ADBs Pacific Department. By using an energy efficient fridge, the average household would save around NZ$200 to NZ$300 per year on electricity.

The program will reduce electricity consumption in the Cook Islands by promoting high energy efficient fridge/freezers. Under the program, the retailers will offer rebates between NZ$150 and NZ$500 to customers purchasing selected high efficient fridge/freezer models, in exchange for their old, working low efficient fridge/freezer of similar capacity.

The fridge/freezer replacement program aims to initially cover 325 households in Cook Islands over a one year period. It is expected, the program will quickly transform the fridge/freezer market from low energy efficient to high energy efficient models, resulting in a reduction of electricity consumption of approximately 20-30% for each participating household. Significant cost savings in household electricity bills and increased awareness of energy appliance labeling and the benefits of using energy efficient appliances are also expected benefits of the program.

ADB, based in Manila, is dedicated to reducing poverty in Asia and the Pacific through inclusive economic growth, environmentally sustainable growth and regional integration. Established in 1966, it is owned by 67 members 48 from the region. In 2012, ADB assistance totaled $21.6 billion, including cofinancing of $8.3 billion.

Uncle Kevin (Kev) Buzzacott, a Peacemaker from Arabunna Nation at Lake Eyre in South Australia and Jacob Rumbiak (exiled Foreign Affairs Minister from the Federated Republic of Occupied West Papua) have announced a new action of creative resistance against the apartheid of colonisation and destruction caused by multinational mining companies on Indigenous land in Australia and West Papua.

The Lake Eyre to West Papua Freedom Flotilla is a journey that hopes to reunite the history and peoples of a land that was once geographically and culturally connected.

We were one people, we still are one people, we must uphold our cultural connection, the old land is calling us, proclaimed Uncle Kev, Arabunna Elder.

We have a responsibility to care for our brothers and sisters from across the water. We must bring the water and the fire, the love and the music to heal the country and move in solidarity.

This action has been called and endorsed by Indigenous Elders from both Australia and West Papua and is being actively supported by a coalition of environmental and human rights activists, artists and musicians from all over Australia.

The convoy intends to transport sacred water collected from the mound springs of Arabunna country while following the ancient song lines across Australia in a freedom ride from Lake Eyre to Cairns; reconnecting culturally and creatively with Aboriginal communities at Alice Springs, Tenant Creek and others on the way.

THE alleged mastermind of South Africas biggest Ponzi scheme, Barry Tannenbaum, may still be hiding out in Runaway Bay, Australia, but it has not taken long for another large-scale financial fraud to hit investors.

This time South Africas third-largest life insurer, Liberty, has been caught up in the wide net, although on May 6 it will have an opportunity to show in court why it should not be held liable for the apparent fraud committed by one of its major former franchises.

The result should hinge on how far the Financial Advisory and Intermediary Services Act (FAIS) implemented in 2004 goes in protecting victims, as Liberty alleges the victims knew that certain products sold by its franchise at the time, SFS, were not Liberty products.

However, Business Day has established that the 10 plaintiffs taking on the insurance giant, believe they were duped, as the Liberty licence number, logos and letterheads were used and Liberty had for three years not set up an effective monitoring system as required by the act.

A source close to proceedings believes claims could be as high as R140m, as SFS was Libertys second-biggest franchise.

Victims range from widows and pensioners, some of whom lost entire investments, to small firms and a paraplegic society.

The main complaint in the summons is that Liberty failed to comply with its obligations under the act, which Liberty denies.

The court case relates to the conduct prior to 2007 of Anton de Beer, now believed to be a water salesman, and the late Wayne Harris, who according to reports committed suicide after the fraud was revealed.

These former representatives, from before the new act was passed, of Liberty and the company were involved in property transactions which Liberty says were “unconnected with Liberty” and whose clients “were aware of these facts”.

“Liberty and its legal representatives are continuing to defend this matter,” said Julian Cloete, divisional director of group legal services at Liberty.

Freedom Foods (FNP.AX), maker of soy, almond and milk products has seen its products suddenly dropped from 500 Woolworths Limiteds (WOW.AX) stores.

Despite selling really well, and growing at over 15%, Woolworths have decided to reduce the distribution of Australias Own Organic range of soy, rice and almond milks to less than 280 stores, said Michael Bracka, managing director of Freedom.

He says that he was never told the reason, but believes it may be because the giant supermarket wants to sell more of its own private label products.

Freedom is not the first to be squeezed out of the supermarket chains, and appears unlikely to be the last. Gourmet Food Group, the maker of iconic Rosella tomato sauce, was placed into receivership last year. Coles owned by Wesfarmers Limited (WES.AX) stopped selling Mainland cheeses produced by New Zealand dairy giant Fonterra (FSF.AX), last year.

A spokesperson for Woolworths said the Freedom decision was taken after the company decided to only stock products in stores where customers show a high degree of loyalty to the Freedom range.

Both Coles and Woolworths are trying to increase the number of home brand products on their shelves, as they attempt to increase their margins. Private label products have higher margins, because the supermarkets have greater control over producers and suppliers prices.

According to the Australian Food and Grocery Council, which represents suppliers, private labels were 25% of supermarket sales in 2010. Should Australia follow the trend in Europe, which has up to 50% of total sales in private labels. That could decimate Australian manufacturers.

Exports are also out of the question, because of the high Australian dollar, leaving manufacturers stuck between a rock and a hard place.

Foolish takeaway

Australias food manufacturing industry will be hoping that the Australian consumer and Competition Commission (ACCC) takes strong action against the supermarket giants. The ACCC is conducting an investigation into their practices after receiving a number of complaints from suppliers.
